if it counts then the room score of this room would be higher then before the floor under the walls were build (at least if they have a positive value)
one thing that is different when you place them under the wall is that outside path connect different (since no connection between floor and path) and you could deside if you get a trim in front of your walls or no trim (when build under walls)
(only exception I can think of is that gravel doesn't meet wall, and since I put gravel in my barns, I tend to run the gravel under the wall so that I don't get the visual lil frayed look, which I just personally dislike. But that's aesthetic only, not like... actually structural or anything.)
I made some testing, but I'm confuse because the numbers I got was always differents and don't match those my calculator gived me. I think I was doing something wrong. Maybe there is a refresh problem, I don't know.
Anyhow, now I know. There are no need of fundation, except for esthetical raison. Which is a good one, but then I can build cheap fundation for my walls.
