Thanks for saving me the trouble of having to try it with those cheats, hassamkhalid. The "unlimited_budget" cheat changes the budget to a ridiculous sum, but only after you set it and reload the game or wait a week or a month or whatever. Different interface items require different prods and pokes to make them update, which makes troubleshooting really tedious and difficult.
The unlimited budget sum doesn't go away if you disable the cheat either, to my knowledge. I haven't tested that part thoroughly because I want to at least find a way to benefit from the budget cheat in the first place.
Between the three "add" commands ("add_budget," "add_revenue," and "add_resources"), "add_resources" is the only one that seems to have any practical effect. It increases your production of each resource by a defined amount, and if you have a big enough surplus then throughout the year other countries will send you trade offers to buy your surplus. As Latvia, other countries were trying to gobble up my water and textiles and I had hundreds of billions in revenue, but for some reason that money wasn't added to my budget limit for 2001.
That would explain why the UI kind of makes sense at first but then it starts giving you nonsense because the game code tells it that your revenue is located at one address, but the cheat code edits revenue at a different, redundant address, but the behind-the-scenes game mechanics use a value at yet another address that the player never sees, and the values at all three of these addresses are not necessarily synchronized.
Again, just speculating, but the bottom line is that many of the cheats are still effectively useless. At this point I'm waiting for the developers to make their next move because there's nothing more I can do without more information and control of the game. Hopefully the next hotfix will clear things up for us.

It's foundational. I would request them to focus on one aspect -- economy then going to diplomacy, warfare. and space in that order. A functional economy is a backbone of a nation that would fund diplomacy warfare and space. Or maybe prioritize space after warfare because warfare is always the last resort.

What this genre needs is a single stable, playable, polished title. Most other genres have something like that. I hope Global Warfare & Economics can become that title, because Superpower 2 remains the closest thing I've seen. This is mostly thanks to the fact that, unlike Eversim, Golem Labs doesn't allow budgetary matter to be destroyed over time. Those voids will grow and grow under the surface until you have to abandon your P&R game.
