i delivered the bomb to landfill but I cant talk to him

Did you take the bomb to Don Garbaggio at the garbage dump?
Do you still have the mission active with green diamond marker visible pointing to Jiggs?
If not, in the pause menu, select missions and click the diamond, not the words, of the mission to reactivate the location marker and mission.

The bomb needs to be on a specific spot in the Dump, in the middle of some junk piles, if it is too close to the base of the pile it may not be accepted as completed. Only them Jiggs will talk back to you.

i took it in the place with green marker and mission is not marked anymore
