Very simple, you have to improvise :) that is, bring some piece of scrap metal with you (whether it's a washing machine, fridge or stove, put it by the fence, get up on it and jump over, you can likewise with a car/truck drive up, jump on it and jump over, and you will come out the same way by getting up inside on something (there is such a thing by the leg of the tower and you will come out) :)

The truck is an effective staircase. That said, Tomiko9 is correct; anything can be a tool. Even the bucket can even get you over the fence so long as you don't mind it going into low earth orbit afterward.
