Sadly the window will always scale with the longer dimension, so anything wider that 16:9 will cut off top and bottom and anything taller will cut off the sides.
The only way I found to play on fullscreen without getting cut off on non-widescreen is to just basically force the game into 16:9 resolution.
However this has unfortunate consequence of stretching out the game but IMO it's not very noticeable due to the artstyle.
To do this, simply turn on the game, turn on the fullscreen in the settings and exit.
Now go to your game properties on steam and set
"-screen-width 2560 -screen-height 1440 -fullscreen"
in launch options, 2560x1440 is just screen resolution the game will be running in, so input any resolution you want as long as it's 16:9.
It's not a perfect solution but it's the best I found to play in fullscreen, however it doesn't really matter all that much because you'll have to play windowed during DAEMON mandatory segments anyway.
However, wish the dev would bother to fix this by simply reversing it and making the window scale with the smaller dimension instead of the larger one, so it auto letter-boxes instead of auto cutting off parts of the game, seems like relatively easy fix to make but oh well, it's not such an important issue.
