I have been playing the beta with the above specs without any issues, about 45 FPS. with game graphics set to epic.
Edit: or 50-60 FPS set on high.

I would say that the RRO implementation of UE5 is working improperly when it comes to GPU requirements. I expect more cards with less than 8Gb VRAM to be supported after an update or two.
When it comes to the textures, it might not be an issue on your end as we do know there's an issue causing it even with high-end PC.
But to get back to the OP's question (will I get 60+ on max settings with a 1660 Super) and to clear up some of the misconceptions in a few of the posts above.
I'm running the same exact specs as the OP (albeit a bit more memory) which I felt was my qualifier to chime in here.
Although the latest trend here seems to be putting the cut-off for UE5 at 6 Gb vram, as well as no Intel integrated, our cards being 6 Gb, show that this is not the case for us. My video is working well, as it was before the update. The only degradation I'm seeing is a 20 fps drop across the board; I'm now getting 37-40 on epic with me solo running a couple of trains with rrox, to about 50 fps when idle...For what I need out of this game, I feel that is adequate. Since this is about the most demanding game I play, I don't think it's worth a video card upgrade for me at this point as I see no benefit from it. Especially once optimization gets on track.
