All NPC's are wanted

Since the update I've noticed that every single NPC in my world eventually becomes wanted by the Imperial Palace, I've also noticed they're slowly being killed off once they inevitably reach 5 wanted, just wanted to know whether others are experiencing this as well, I haven't played too much of the game and do not know whether NPC's eventually respawn.

I have Imperial NPC hunting me everywhere I go on the map every 2-3 minutes. My wanted level is 3. There seems to be no way to reduce the level and I tried going to the Imperial palace map and it's been a nonstop fight with Imperial NPCs. Something seems off and every NPC I see has a wanted level of 1-3 so far.

Same. How do you even get past level 3? I've basically created a whole graveyard by massacring imperial guards non-stop, and still am level 3 wanted.

So I tried something... maybe you can go somewhere further away from the Imperial lot.
Then, wait for one or two of them to come, make sure you have money. they will ask for money to settle, so with level 3 probably have to pay three times of different amount.
I had a level 2 then paid twice before they stop targeting me.
My map have similar thing, most NPC's are in the list.

Did they stop spawning? Or kept spawning? I was wondering if one can exterminate the whole force?

They did stop spawning for a moment, but once i traversed the map for a little bit, new ones spawned. My game got quite laggy eventually, with all of the graves piling up, lol.

Yeah, Imperial guards are kinda turning into murderhobos now. Might need to move to other worlds now...

So I never received the option to pay to reduce the Wanted level. Instead, I chose to follow willingly and imprisoned. It was at this point the guards approached multiple times and I paid them each 1,000 to reduce the sentence by increments of 10. Finally, they let me go and was free of the wanted level.

See I don't have a problem with being wanted, but they're killing all my npc's lol

yeah Imperial guards are totally broken in this game. I finished some quest and was on my way to the quest giver but like 20 guards appeared and killed my quest giver because they had wanted symbols on them. After that I was able to seize their building and each chests they had included over 30.000 money. I got like all the money i need in this game at the very beginning.
