As, for the procedural generations, the answer is yes and no, the landscapes is built in blocks and the blocks are procedurally placed* but the blocks themselves are premade so after a while you get repeats. I think there are around 40 blocks at the moment, but several were added since I started and more will likely keep coming.
I think Interacting with NPCs is pretty great,** especially if you are a fan Wuxia stories as you will recognise some common tropes. You can end up with some funny situations. For example, I was hired to assassinate someone only to realise later that the target was someone I had lent money to so they could start a business, so if I killed them I wouldn't get my money back. Instead I just beat them and broke a leg which my client was happy with, and then the person I beat gave me the money they owed me the next day. I'm not sure if beating them triggered them to return the money or if was just a coincidence, but with a little bit of imagination the NPCs really feel like real people with their own motivations.
My overall verdict is that the game is very playable right now, with 20-100hrs worth of gameplay depending on how completionist you want to be, and has a ton of potential to improve as more content gets added to it. I think depending what content gets added the replay-ability could be really high as well, if they add quests and choices that have more long term effects I could see myself wanting to go back and see what happens if I make different choices.
* actually you place the block by selecting from a random set of blocks.
** as long as you can tolerate the machine translation, although they have fixed some of the jarring mistranlations
