I advocate escapes, one-off prisoner releases, city attacks with forced release of prisoners, if they are, for example, part of a powerful sect, etc.

In short, I still have high hopes that it can be improved in this way, for me the only good reason to continue this game.
The dev is still active. Now we can give houses to the NPC. This means that we can still hope for this type of improvement.

small population worlds with large bandit factions tend to be more stable, as bandits rarely kill people (unlike martial artists, who will plot to kill you over refusing to sell them a 500 gold shack.)
if you want the guards to stop killing everyone you might want to establish a sect of your own that you manage like a white lotus society. it's tricky since you have very few controls over people who are doomed to have themselves guardstomped, but generally guards prefer to show mercy and return people for jail's sake. some of them can be quite evil though.
if one of the guards is being a real problem you can just heal his penis and he'll get thrown out I'm pretty sure.
as for stolen guard equipment you could just round it all up yourself, and sell mediocre legendaries you made yourself to fill the gap.
bandits can also get out of control and impoverish everyone in their territory. turning everyone into penniless wanderers you hardly ever run into. generally speaking the only way they can get anything is from other people, so if you break all their stuff they'll spend all their gold and the economy will start going back to normal.
I'm definitely noticing the Dynasty prison gobbling people up, and they're never being released. TangXue, the clinic manager from my tutorial starting area has been in prison for 10 whole days now and her imprisoned stack is not going down.
Edit as I just figured this out after the initial post!: The guards will prompt you and imprisoned NPCS to bribe them. If they do not bribe the guard or the bribe is too low the guard will leave and the sentence of the imprisonment will actually increase.
This means once an NPC is in prison they are never coming out unless they have the money and actually accept giving the bribe.
Ok. This might be a terrible way to balance the game, but it was definitely something that made me laugh. They went so far as to simulate a guard corruption mechanism which undermines the entire game.
There is only one solution left : revolution !!!
And eradicate the corrupt guards. This could even become a mandatory quest or risk seeing the world die.
But here it is : the problem seems unintentional. And so, there is no real solution. The guards will spawn again and again, and the imprisoned are not considered dead, there will be no more appearances of new characters.
Frankly. It is urgent to resolve this problem...
I have the issues of too many people in my world with no way to curb the fast re-spawning of Sect's, Dynasties, and Bandits.
I joined the Big guard while still being in a sect, I don't know how it will work with a male character, but they definitely accept females if you bribe them. I imagine its the same. once you're in the big guard you can run into the prison without issue and start releasing people you want. does that make you corrupt? ehh.. subjective. in a way I kind of see it as I'm letting them out on bond. just come back every few days to see if you need to let more people out. I tend to let the people who hate me rot in the prison unless they fulfill an important role, like clinic manager, smithy, etc.
as far as I've seen from this thread and others regarding the Dynasty, it is possible to erase the faction, but it takes a lot of effort, and potentially glitching them. personally, now that I know I can be a 'cop' while not interfering with my other stuff, I'm fine to keep them around, since they're one of the only sources of conflict until sect rivalries and influence spread becomes a thing.
A FUNNY thing I've noticed about the Da Nei is they like to fight each other about as much as they do the criminals. in my current mini world every time I walk into the prison all of the guards are fighting each other, stripping each other's inventories, they wake up, meditate then do it again until someone inevitably dies. they're all basically regular NPCs but beefed up and decked out with special techniques and gear and given special privileges and scripts. I've seen a little banner run up, call a Zhenfu a pest and start a fight. only to get absolutely floor smeared and die.
Until they improve the faction and NPC behavior systems a fair bit more, the workshop mods that help the worlds respawn NPCs are pretty much a must have.
Which makes it one of the most pressing issues to resolve, along with sects and NPC inactivity.
An evolving world that remains alive is a world where each added territory tile becomes a challenge for additional conquest, and brings its share of opportunities and additional life.
A resource collection or commerce building must at least run like a business, or there must be an understandable reason. Same for food, consumables, clinic care.
It's doable, I'm convinced, and it would make this game quite radically different, and more interesting.
As other users figured out, if you create / start a Sect on the Dynasty tile space then you can overwrite the faction. Thus no more Dynasty faction characters will spawn and you can kill off those who remain in the world.
(Note: you can not conquer the dynasty tile as the game will not let you. So if you have unlocked additional characters, you just spawn one in. Give him 2000 coin to start a sect on the tile and then conquer the tile in a sect duel so it belongs to your sect if you really wanted the space.)
