Influence. Is always where those are located in the dialogue options as I'm sure you know. Should have already had access to at least some of them from any elder right off the bat.
point 2 however, seems to me like you're mistaking individual opinion/loyalty of sect members with the sect prestige system. Having +1k opinion/loyalty with one of them doesn't mean squat even if its the master, you need it on a LOT of them. You should use the challenge option on who you can of your level moving up the ranks, getting promotions then challenging the higher guys. You can check your reputation in the R menu under sect iirc.
Thanks for confirming that everything was supposed to be hidden under influence - after a lightbulb moment I turned off all mods and hey, found it all!

Ah that's what it was, yeah should have thought of that one as an alternative. It can be hard to diagnose issues people have in TMKF sometimes and certainly the dialogue options are always a common factor lol.
