Can't start kung fu contest

I can't figure out how to start up the kung fu contest a second time after accidentally choosing not to join it the first time. Is there somewhere I have to go or someone I have to talk to to start it up again?

Once triggered the contest should be held every 7 days.

I'm almost on day 200 now and I keep waiting by the contest area and nothing is starting nor do I get a notification that it's starting.

You're also supposed to be able to talk to a tavern owner to repair and retrigger that part of the adventure. People seem to have mixed success with that from what I've read.

I've tried this as well but that doesn't seem to work either. It also isn't fixing the manor quest. I'm assuming the 7 days wait is supposed to prompt the option to join on the bottom right like how auctions show up? Or do I have to physically wait there for 7 days?
