How do you become Sage in a Skill

I have placed down special zone for geomancy and forging but Im unsure how Im suppose to get sage level on those skills

There are supposed to be families in those locations that can give the secrets to sage in them, but currently it's either bugged or they don't exist yet.

To get sage in many of these skills you need to talk with NPCs about things they are interested in. it gives 5% towards the next level, so you do that 20 times to get to sage.
