Please make sure you are using the latest nvidia game ready driver, if you are already and it didn't work, try replacing the save file in the description of this video, that's what I did and it worked for me using GT 1030 (2 GB)
Also please make sure to not use a very high resolution or increase graphics quality too much because exceeding your Vram limit is the reason the game get that loading crash.

The resolution indeed seems to make a difference in this crash-at-launch-topic. I read about it in a discussion named ”PSA: How to fix crash (Changing Resolution Value Directly)” from 26th of Jan. I was lucky enough to reach the main menu without the mentioned fix. So I had the chance to reduce the res from 1920 x 1080 to 1600 x 900 and I also reduced some of the graphic settings. Henceforth I was able to run the game successfully several times in a row without crashing. If you can not make it to the main menu, maybe test the fix or read the following …

Just yesterday there was a new patch released (not from the HOTDR devs), actually for the Sinden lightgun to make it work and offering a reworked arcade style. But it also provides the interesting option to change the resolution and other settings BEFORE running the game !!!
I tested it. Seems easy to use, just download, extract into the HOTDR root folder and launch the new arcade mod exe. After each save of changes in settings there will be one initial crash, but after that it should work. For more info see the short manual linked below. It has a downside. I was able to run the game, not just once, but as soon as the first boss is defeated, the game keeps crashing again while loading chapter two. But at least I can play chapter one now. Still way better, than before I guess^^

Nailed it! One of my older PC's has a 2GB GTX 860 and exhibited the crash issue described here when attempting to run the game. The save file provided in the link that accompanies the video fixed the problem and allowed the game to launch :-)
Once in the game, I updated my resolution from 800x600 to 1280x720, switched the language to English, and reset the other options to my liking. Game's playing great now.

I still have to try it, but hope it could help others at least.
I think it might have something to do with Unity and / or the combination with Ryzen processors. I had issues with a Ryzen 2200g and a Ryzen 5700g with different Unity games. First I thought Direct X might also have something to with it, but after some testing that is not it.
At most you can try replacing the config file with resolution 800x600 and see if you were able to get past the loading screen from The BACH's post.
The game is still sold in a Humble Bundle, so I have no idea why the developers are not acting to solve this issue ASAP (considering it's been almost a year).
Did you run it on 800x600 low or did you increase any graphics settings?
Go to steam -
game-
right click properties -
launch options -
type -
"-sw 1024" without quotes.
Run the game
on the game screen click options -
Quality tab -
Resolution - change to something low like 800 x 600
Fullscreen - Full screen window
Shadow - low
Anti aliasing - off
bloom - off
motion blur - off
ambient occlusion - off
Display tab - V-sync - off
Language tab - English
now start a level or campaign
in game hit esc -
go to options -
Quality tab -
Resolution change to something that looks good on your screen. I personally run 1152 x 864
Display tab - Turn v-sync - on
Now you should be able to play and restart the game relatively often.
if you mess up something and the game won't start with the -sw 1024 command.
Change the command to W 1024 and restart the game,
then close it or wait for it to crash,
then Properties, launch option and retype -sw 1024.
Restart and you should be ok as long as you set all the options again to the above stated
