But for the other two it could still be possible if Sega is willing to collab with them. Sega could make a bit of money from selling modern PC Virtua Guns thanks to Forever Entertainment remaking THotD games (and maybe Virtua Cop if MegaPixel gets the rights.)
If Sega decided this any other time before this remake, they might not get enough profit back from it. But I imagine Sega fans would want such a product not just for other on-rail shooting games but for Forever Entertainments remakes of Sega's on-rail shooters.
Imagine the Light Phaser[segaretro.org] or the Menacer[segaretro.org] rereleased for modern PCs... though I think the Menacer would be better off wireless.
I've heard of the Dreamcast Gun[segaretro.org], or more precise, I've only heard about it on SegaRetro but I never seen or heard of it during Dreamcasts run, unless they were never sold or marketed in UK.
Either way there are quite a few classic Light Guns out there. Some of them broken on the inside and the plastic casings can perhaps be reused for PC light guns, or maybe with 3D printers these days or however Retro-bit recreate the controllers they can still mass produce the plastic components. I'm just curious why it hasn't been done already.
