Grasslands and Eastern High land would work also but you might get a mixed bag.
I think you're missing good baits or using the wrong baits.
1. Goat is an herbivore.
2. There is a timer when you place bait into the trap. The longer it takes, the better chance to catch animals.
So try using Rice Straw, Rice Grain, Bird Feed, or Palm Bush Seed, since these are never spoiled.
Gonna try two straw and 1 feed and see what happens.
Thanks peeps. Now that I've got goats, I should be able to get gramps his butter oysters and finally cure him of his bedriddenness.
Based on my experience, the goat is indeed hard to catch, so probably you shouldn't attack and kill them while exploring, which lowers their population and makes it harder to trap.
