If you are putting the traps in places where partridges can spawn, and you're not catching any even with seeds, the partridge population may be very low or extinct. You can check in the save file: find the save file location, open the .json file corresponding to the save slot with a text editor like Notepad, and search for "Pop_Partridge". Right after that there should be a "BaseValue" number that represents the current population in a point system (the max partridge population is around 40000 points), and a "BaseRate" number that expresses how fast the population is growing (if the population is at max, this will be 0). If the "BaseValue" is low (below 10000 or so), maybe stop trying to hunt them and give them some time to recover. If the "BaseValue" is 0, they are all extinct.
But I really don't have any memory that I caught a partridge, as I live in bay and kill the seagull only, and the seagull even not in extinct.
Well, that explains why you're not catching anything.... It could be that they all got eaten by monitor lizards, or it could be a bug.

The higher your skill the more likely you are to catch something instead of the trap just going off. Partridges don't spawn in all areas of the island. If you are only places traps in the bay, there will be no birds there. I have caught them in the jungle trail just off the bay and the grassland areas. As was mentioned before the right bait must be used. Bugs or seeds work best. Finally, you must make sure to check the traps often. If something is caught and not harvested it may die and rot before you see it.
