Turns out the cause of stuttering (For me) was the bios settings reset to stock.
Around the time the game came out I had updated my bios and enabled resizable bar, I had completely missed that the bios update reset all my settings, I've updated my bios several times before and it hadn't reset the settings so I never thought to check it this time.

For those who haven't and if you have I'd recommend checking just in case, make sure DOCP/XMP is enabled in the bios, make sure your RAM is set to the proper amount, make sure the FCLK is set to half your RAM speed and ensure Precision Boost Overdrive (For AMD) is turned on or the Intel equivalent assuming you don't manually overclock.

Changing these settings (And others but these are the main ones) back to the way that I had them before addressed performance issues for the remake almost entirely. Yes traversal stutters are there, it's baked into the game and only the developers can fix it however for me they are luckily extremely minor, they happen very rarely and only for a split second, almost unnoticeable (Which is probably why you hear a lot of people saying they don't experience them).

For those wanting my specs for whatever reason (I know someone will ask)

GPU: RTX 3080
CPU: R7 5800X
RAM: 32gb 3600Mhz
SSD (That the game is on): NVMe M.2 980 Pro

Nice job, any idea though why the game cause high CPU temps? Like no other game is like this, when I play Dead Space Remake I get temps of up to 91c or more. That's too hot. Other games are fine since every other game I have is around 61c to 70c.

I tried changing the (affinity) in (details) in Task Manager and that didn't help.

Not too sure as I'm not experiencing such issues, what software are you using to check temps? Perhaps the software is incorrect and your temps are actually fine. You could try capping the framerate, that might help.

BAR has nothing to do with it lol, its the GAME it's not someones hardware

Resizable BAR gives you higher framerate and generally a bit more stability in some games.
Never said it wasn't the game but to think better hardware doesn't help is just ignorant.

Even so, Resizable BAR isn't what this post is about.
