No, this traversal stutters occurs to everyone. Needless to deny...
I have the EA app version and I suffer from these stutters the same way.
i5 13600k + 4070Ti
It's like when someone who lives next to a sewage dump starts telling people who live in an otherwise clean area but are currently experiencing plumbing issues "what smell? I don't smell anything here. Must be your pipes." No buddy, you just can't tell cause you live in a turdhouse.
I have a 3080 TI and can run this game well, but I don't go around saying "no problems for me, runs smooth as butter" because I understand that most people do not buy the same kinds of GPUs that I do and will have varying experiences.
Saying something like "I have a 4090 and can run this game no problem" adds so little to a conversation, it almost takes away from it by reducing the number of brain cells of everyone who read it.
Also consider that buying a xx80- or xx90-level card and playing at 1440p is pretty... uh... rough. I would never buy a track-ready motorcycle made for racing and then go take it slow on the road. Not what the machine was made for and it shows everyone who understands the tech how... uh... "limited" your PC gaming knowledge is.
It's very frustrating and there is no solution yet.
Traversal and streaming related stutters
The game suffers from frequent stutters when the player crosses invisible boundaries in the game, like opening a door or when walking around. The same in-game scene can sometimes run with different performance between runs for unknown reasons. This happens even after changing no in-game settings and a full PC system reboot.

After reinstallation of same GPU driver version, the game's shader cache will be deleted as intended, but the game does not trigger shader pre-compilation at boot after this. Leading to huge shader compilation related stutters during gameplay.
And the list goes on and on..
Even high-end cards get the stutters but the spikes aren't as big and can be less noticeable for some then others
Either way it's been documented as a game engine issue with frostbite and not people's specs
Don't know about OPs crashing problem though that one probably is user side
Game has ONLY ever crashed on me ONE time - while I was quitting the game to go to bed. Oh no, whatever shall I do, it crashed when I was done... I think I'll go to bed, like I was already planning to do.
Next three evenings, no crashes when quitting, so no reason to bother making a bug report. Probably just some intrusive Windows process that triggered it anyways, nothing Motive, Valve, nVidia or Intel can do anything about - purely a Microsoft Quality Control problem.
First, you need to figure out the problem. Not enough VRAM? Or traversal stutter?
I appreciate any confirmation there.
