can you skip level 2 suit

I have both schematics for level 2 and level 3 suits, but I'm still using the level 1. I tried to buy the level 3 and but it said requirements not met. Does that mean I have to buy the level 2 suit first?

Yes, pretty much how I did it in the higher difficulty, along avoiding some weapons altogheter.
