How to lock the FPS to 60?

Ok so here's the deal, I just bought a new RX 7900 xt for my PC, and started this game on Monday, the game had an option to lock the frame rate to 60 fps (vsinc) and since my monitor is 60hz I decided to keep it like that, everything was going smooth, except when loading new areas in which the FPS would dip to less than 30, but in general it was a great experience at constant 60 frames on ultra settings.

Yesterday I played the game again, without the FPS counter, and I realized the game felt pretty choppy and I would get CONSTANT dips that felt below 60 or even below 30, activated Riva tuner and realized the 60 fps lock was gone, and the game was hovering around 100-120 fps, but with constant dips to less than 80. It shouldn't matter since my monitor is only 60hz so I shouldn't be able to tell the difference, but I DO, the game looks so inconsistent now and 80 fps feel like 30. I can't seem to lock the game again at 60 even after I activated vsinc again, any advice?

If you've not found it yet, your AMD software, in settings will have an option for Frame Rate Target Control.

DISPLAY AND GRAPHICS
VIDEO OPTIONS
VERTICAL SYNC
Turn it off
Restart game
Enable it back on.

Go into the driver software and go into the games profile it usually creates and enable RADEON CHILL set the max and min FPS and it will lock it to that once in game
