It's because the engine is actually using all available cpu cores to their maximum potential. other games/engines aren't utilizing all cores properly, It's not denuvo's fault for cpu usage.

Try turning steam overlay off
You have a laptop. They all, every single one, have the absolute cheapest CPU heatsinks and fans, and always run considerably hotter than a desktop, even a desktop with a stock Intel cooler, because those pretty much suck too.
If that's not enough, odds are you've also either got super-cheap pink thermal compound, or white ceramic thermal compound between the processor lid and the heatsink, especially if it's a Dell, HP, or Acer.
There's also thing thing called "Processor Affinity", and if you've got 8 or more cores or virtual cores, setting this up can make some really good performance and thermal improvements. Mix that with a good case of disabling P-cores if you have them, and shutting down all the unnecessary background processes and services, including, and especially the SysMain service. Pausing the Search service can also help considerably.

It simply being a laptop does not mean overheating thermals, maybe poor thermals, but not hitting max temp.
Also, just this one game hitting the temperature limit of the cpu is suspect to some other issue.
Wrong. My laptop was not cheap. And the only game with thermals like this is Dead Space Remake. Also rude. Also, it is you that is the clown.

I too prefer if a game hardly uses my CPU, preferably not at all actually, so I can take it out of the socket and use it as coaster for my cup of coffee or tea.
My laptop has these:
RTX 3070 8GB VRAM
Ryzen 7 5800H
16GB RAM
Game installed on SSD
And it never overheated while gaming up to this point, only when rendering complex scenes on Blender. My solution back then (which works in DSR too) is:
1) Go to Power Options
2) Change Plan Settings
3) Change advanced power settings
4) Processor Power Management
5) Maximum Processor State
6) Change both "On Battery" and "Plugged in" to 98% - 99%
My temps while playing DSR instantly went from 100 - 101 degrees to 86 by setting my maximum processor state from 100% to 98%. Worth noting these temps were without Turbo cooling and/or cooling pad on as well as about half a year+ of not having cleaned the insides of my system. You effectively prevent your machine from constantly pushing it's limit (when software allows it) and you only sacrifice about 1 ~ 2% of your POTENTIAL performance for much longer hardware lifetime in return.
In fact I can say you GAIN performance that you would "theoretically" gain if you were using 100% because you are always losing FPS when your system inevitably throttles in order to cool down it's temps - which again seems to be the case for the vast majority of laptops.
