Why can I only use the burnished suit in NG+?

I played through the game on impossible mode and it was hell and I got a really cool suit and weapon. Considering the weapon is overpowered as hell, I understand that not being available in all situations. But the suit? It's just a suit. I'd expect to be able to have access to that at any store in any situation like the legacy suit you get with the game by default. I love this game but it kind of disappoints me that I cant use the burnished suit in just a regular new game. Any chance of changing that?
