There are a few such breaker boxes scattered throughout the game that make you choose your inconveniences - sure, it's not always lights, some times itss gravity, some times it's the sound of the jungle.
Personally, I'm glad it's not always the lights, because mucking about in the dark is actually far too easy. Too many glowing eyes, not to mention every glowing item to pick up... it's worse when the lights work, or mostly work, then in the dark.
Ah, so you've never paid attention or chosen a different option, copy that.
Gravity does affect game play. It absolutely effects game play.
Turning off the Ambient Jungle sounds in Hydroponics as compared to turning off something else affects the enemy spawns, which affects game play.
Turning off power to a door prevents that door from being opened, and being unable to open a door affects game play.
And to be frank, lights on or off actually does not affect game play. It affects the visuals, but the events that are keyed to take place will still take place, regardless of the state of the lights.
