It's a NG+, of course you keep all your gear, smh.
I did that as well and I did not had anything from the previous save.
Anyway forget it. I will play the game again on Impossible since I reinstalled Windows 10 and see if it will work.
The game literally says you keep your gear from previous save for NG+, either your game is bugged (in which case the only person I've ever heard to have this issue, ever), or you straight up did not even complete an Impossible run.
Here is another footage, it's a file from the start of Chapter 2 on Impossible NG+, and I have gear that are only obtainable in the later chapters, including the Master Override. I also have the FInger Foam & Burnished Suit in Storage to further prove it's Impossible NG+.

Well sht... I must have really broken this game, because that sure looks like I'm about to start an Impossible Game + playthrough, because you're incorrect, but I'll clear this all up:
Impossible Mode is a locked mode when you play the game for the very first time. You MUST complete a playthrough to be able to access this mode at all.
But wait, there's more...
Once you have managed to complete the game an gain access to Impossible Mode, you cannot select this difficulty in a New Game +
UNLESS
You must complete the game, from beginning to end, in Impossible Mode, as a New Game. No plus.
Once you complete this, you can then use THAT final save game to start a New Game + AND have access to Impossible mode, for an Impossible Game +, which is quite satisfying to be honest. By the time you've done this about 6 or 7 times, feel free to do it once more for an Impossible Game + Speed Run, and use the Hand Cannon the whole time.
By the time you've done all that:
a. You'll be crazier than Issac
b. Birthday toxicity will have claimed you
c. Dead Space 2 Remake or Dead Space 4 will have been released.
d. Half-Life 3 will finally be released
Correct, and if you'd like to do it a second, less painful time, use that Impossible mode final save to start a New Game + and enjoy.

Without phantom necromorphs, I think Impossible mode [plasma cutter only] a little bit easier than new game+ [HARD] [full upgraded weapons].
To me, the toughest enemies to deal with are the Scrot-armed ones that blow up, because they have a really good stealth mechanic and will creep up behind you and make nary a sound, except the BOOM when they club you with their explosive scrot-arm from behind.
Granted, it's not yet proven fatal, but it has prompted the use of a medium health pack from time to time.
phantoms ones only appear in new game+ in all difficulties i believe. For slashes and leapers, i think they have glowing red eyes and dark in colors. for lurkers its easier, the babies have three eyes and looking more alien-ish. In new game+ HARD, an explosive canister + almost a full clip of fully upgraded plasma cutter to kill a phantom. Phantoms can also suddenly spawn in places without vent.
