Report a translation problem
Make sure you have a save before going on the tram at the bridge.
As long as you directly go to medical and don't go backtracking, the door opens fine.
If you backtrack before hand, it will be stuck on standby. Not sure what the trigger is.
So far out of my trials, if you do directly to medical, open the initial entrance, then you can backtrack and explore if you're looking for security doors to open, just have to go in Nicole's quest first.

Interestingly the game "forgot" my progress and ticked off every chapter objective I had already cleared up until that point and then played some story related comms again and then the door opened.

I'm also told that heading directly to the door from the chapter start but doing so SUPER SLOWLY can also give the engine more time to load the area behind the door properly
