I prefer playing windowed mode in games so I can keep an eye on other things, like IM messages.

Try pressing the Start button + arrows and see if the window size changes.
If it doesn't it's the application refusing resizing, if it does, it might be a Windows 11 window integration problem, and is likely a bug.

Which screen do you do this on? Also. Start Button? Is this option only usable on controller?
