Personally, I would recommend saving up a bit more and getting a 20 series card, that way you would be able to play medium at 60 FPS most probably. Perhaps get a 2070 as they are the recommended spec.
The minimum spec requirement is hard to me, because it does not say what they are targeting for that spec. I am sure, you could hit 40 FPS with the 1060 if the 1070 is targeting 60. But, if the 1070 is targeting 30, you would hit about 5....which yeah that would be unplayable.
...my final answer would be:
Buy the game, try to play it, if you lag to much refund it.
Hmm, sorry, I really don't know. I...think perhaps try buying it, check how the gameplay is too you, and then decide. as someone in south africa, I understand upgrades being super expensive and not easy. This is also hard, we don't know if they are specifying 1920 or 2560 for resolution scaling either. It makes this very hard.
I will do that. Getting Hogwarts Legacy also ^^
Edit: I should probably specify that by "Run fine", I mean MINIMUM 30fps and if you set it right you can easily reach 60fps. It's essentially the perfect console experience GPU.

GTX 1070 is minium on Steam page. But hopefully it will work on 1060.
