They can not allocate the tyres themselves. As statet at 30.2 d) of the sporting regulations:

However, as alaric already said: They don't have to return every tire in the practice.
Because while its that hard for codies to let us pick the 6 sets we hand in after practice, some nerd with cheat engine has at least made it possible to have 2 mediums for the race allocation

ok then we want the choice to pick medium tyre from practice to race then make this
You also are forced to change tyres when pitting and they dont have to do this in real life (edit: I think). In 100% races this can make a difference. Imagine you worn out your hards now youre on medium till the end. You get front wing damage, now you either go to softs but then you have to pit again or you change to the hards which is impossible to drive.
Same with the safety car you can not unlap yourself. I had it that i was in 11 and safety came out. I pitted. The 10th place was able to overtake the safety car now the first was infront of me and i had to stay behind the safetycar. The 10th now shows up behind me. It would make sense that the stuarts would give me free. Why should they ruin my race when its about points?
Most of this doesnt apply to 25% races. And since most people play 25% they will never notice how bad it is to not be able to go medium- medium in the actual race. But if you drive 100% like me then you notice some stuff like the safetycar unlap thing, which really sux.
It should be like in real life.
Edit: Somebody correct me if iam wrong, but i dont think they have to change tyres if they only want to put up a new front wing.
Checked the FIA pitstop rules, but couldnt find anything regarding that its mandatory that you have to change tyres while pitting.
inb4 mandatory tyre change - its not about that.´
Edit: And actually the realistic version of the tyre allocation would make this obsolete anyway. You could just fit new mediums.
