Here's some ideas from things I learned in the past (and recently)
If you don't actually install and run SteamVR, any games that don't have "Oculus VR Mode" (such as Dirt Rally 2.0), will still launch and give the option for "Launch in Steam VR Mode" but never display on the headset and they will come up on the monitor not responding to HMD inputs. It was the same for a few other games like IL2-Sturmovik. Once you simply install and SteamVR, and have Link active, it will transfer the signal to the headset. If all that's good and it still doesn't work, perhaps try factory resetting your headset using your mobile device (which I believe MIGHT require require a developer account, which is free and available to all). "ODH" or Oculus Developer Hub is another app like the Rift store that will make Link available to your PC and this may also be something that helps.
wtf are you talking about, Dirt Rally 2.0 DOES use oculus API.. you dont need steamvr for dirt rally 2.0. launch command is -oculus
