How can i dismantle a Gear item?

So you get gear at level 11+ PvP lobbies, so if you dont have hunters at that point you dont have any. But once you gather some, first you have to open lootboxes at the bottom right part of the ready screen, should be pretty clear, than go to loadout, which has a gear section, click on that click on a gear, and dismantling should be possible

Loot boxes are usually dropped from enemies, though. There's a bug, where you have to log out and back in after a PvP match to see them in the hangar.
