Report a translation problem
The "Server is at maximum capacity" is only given once the client has successfully connected to the server and tried to login. At that point, it counts the number of connections and either accepts or refused you based on that number.
The number of players listed in the server browser is not going to be accurate to the second due to refresh intervals and the like. This means that it is possible to see a server with 15/16 players, try to join and be rejected, since someone else joined after you retrieved the 15/16 value.

Love the game so far and i managed to fix it yesterday after a starting my own game and inviting my friends.
So there is no way to fix this?
Not as yet, no, as I do not know the cause.
Could be something we've done, game wise.
Could be something inherent to Unreal Engine 4.
Just don't know.
Permanently or just sometimes?
One issue that I learned about recently, thanks to a Discord community member, causes UE4 to basically DDoS itself with multiple reconnects. This requires the server to be restarted.
Thankfully, GB has will automatically shutdown every 6-8 hours, to be restarted by what ever the service the server operator is using. Long time to wait sometimes though :(

If you're using the Steam beta, make sure you opt out of it.
go into "Steam Settings, In-Game, Server Browser Pings / Minute"
try something lower like 500 or so
