The cap is there because game was deigned that 8 max in mind.
While uncapped, 32 player servers were not uncommon and for some strange reasons the game was super easy and ran like crap :P
They have their own counter.
So you could, for example, have 8 players connected as well as 2 dedicated spectators.
Additionally, I totally forgot that the 8 player limit is for listen servers only.
That is, a server that is both client and server in one.
Dedicated servers have 16 players max regardless of the type of server.
So with a dedicated server, you could have up to 16 players and up to 16 dedicated spectators.

So in other words if i am not mistaken, listen servers aka you join a match hosted by a friend, it is hard capped to 8. But if one rents a dedicated server, it can be up to 16 correct?
More often in the weekends there are more than 8 friends willing to play so with this we could have bigger groups playing together. Now especially since the new update got released.
