I’m not a military at all, i only have some rescue training as a "paramedic" (i think it’s EMT in USA ? "Sapeur-Pompier" here...). I "feel" i shoud be able to eat some bullets, if i’m shot in the arm, leg or even torso, unless it’s really big caliber and/or very short range, and even then you can lost your lower leg and have a hole in your shoulder, and not die IRL, so...
However, many times if not all the time, one single hit and i’m down, game over. Same goes for the bandits, i shot them is the legs once or twice from afar, and they die.
Decent center of mass shots from a rifle will tend to be one shot affairs.
Glancing shots, especially to the arms or leg, more then one.
Rifle GSW, especially to the trunk, tend to greatly reduce willingness and ability to participate in things around you. The only way I would agree with "eating bullets" would be if your character model then collapsed and began screaming for buddy aid and bleeding everywhere while you attempted to perform a quick time event to aid yourself. I saw a dude lose a major portion of his forearm in minecraft from a 5.56mm once, he was not particularly motivated to continue his path on the ♥♥♥♥ around/find out chart.
Absent correctly modeled internal anatomy to enforce shot placement (which I believe is coming soon), having everyone be a one or two hit stop is fairly reasonable from a game perspective.
TBH even a arm or leg shot can be fatal, although it won't be immediately fatal.
I hope dev team can fix the armor too. There's no point using heavy plate that takes 5 kg more without any extra protection.
