Why can't we pick SMGs as secondary weapons
It would be really great if there was an option to pick SMGs like MP7 or MPx into the fight as secondary guns, that would really enhance the sniper gameplay, since then you could not only participate in long distance combat or silent take downs but also be effective in CQB.

A rifle as a primary weapon + a handgun is a very common combination among SOF. Carrying a backup weapon that is small is a no-brainer. A submachine gun or PDW, on the other hand, isn't as compact and would generally have to be slung, which is cumbersome and makes for much longer transitions between firearms. We're not sure how we'll be handling extra "primary" weapons at this time; we may allow them as long as they have realistic drawbacks, but it's undecided.

At least for now you can pickup two extra Primary weapons off the battlefield.

A pocket sized pdw would be nice like a micro uzi or mac-10/mac-11. I know they're a little larger (I've fired them) but they aren't too bad.

I don't know any army that gives their snipers the setup you want. Have a look at this video for example what they already carry. https://www.youtube.com/?v=yCVqf4Spq18

You don't want the MP7 extra weight of 1.9kg (without ammo) and a size of 63cm on your body. The USP weights (depending on the model) less than the half of it and is a lot smaller with only ~20cm. Also the point as a sniper is to NOT get caught in a CQB fight.

I'm shooting a HK USP with a Roni carabine conversion kit and that case alone adds some good amount of weight. I wouldn't want to go into battle with that thing and a precision rifle.

All games fail to give a proper sense of weight and seize of stuff you have to carry around. It quickly gets cumbersome in real life.
