He has a real weakness against neutral flash steps, not only because the start up of his moves are so slow, but also because he does not naturally orient himself properly. If you neutral flash step after a blockstring and he tries to punish with a quick without first micro stepping he will quick attack just off to the side of your position.
Flash step counter is more a hard read against him then something you can reliably do, only real window is if they repeatedly go for "Sig.move>FlashAtk>...." There is space between the signature move and the flash attack to flash step counter. This is a read though as Sig.mv>Sig.mv>.... Will frame trap.
His special flash does not re-orientate itself so if they use that in neutral just neutral flash step and punish.
When he is zoning its a matter of blocking and reacting to when he is trying to reset, if he uses a full sequence of his strings there is a lot of down time to run up.
His stagger windows are large but so is his down time from his moves, so you just have to get used to recognizing the timings and visual cues of when he is in recovery and when he still has stagger options.
Running up at the edge of his quick range and just blocking is a good option when you find an opening as he does not really have great options against this since he has to end any sequence with his quick otherwise he is punishable and does not have any real mix ups. Make sure to be ready to react to back steps.
Having good okie set ups for whatever character you are using so that after you land a hit you can stay on top of him also helps alot.
A lot depends on who you are playing though, he struggles against characters with good mix ups and pressure for example Soi fon, Ikkaku, Shinji.
Who do you play?
I play a mixture of Kaien and Soi fon.
Finding time to restock Anken with Soi fon also tricky, Id still go with her over Kaien any day against Byakuya.
There is a "just-frame" timing with her Anken cancels that if you use em as late as possible they frame trap and leave you plus with only having to use one use rather then two in base form... Its a tricky timing but it helps keep her ammo up if you can get it consistent.
