Wharts up with character moves not doing any damage?

ive had 3 different characters not have their moves work during battle. specifically Byakuya Kuchiki and his kikon move after banki

kikon moves only do damage (well, break the konpaku) when you use them when the enemy's hp is in red (30%) if you use it before that it will simply not do anything

you can actually KO s1 with 100% hp if they don't block it an example is aizen 1st skill making him guard break after some time if u kikon him it's free kill

Above 30% hp Kikon moves only serve as low dmg combo ender which knocks opponets away for some breathing room.

You can also try performing it slightly above 30%, so it's damage allow for faster soul break

It can also go through normal attacks meaning you cannot be interrupted performing it by basic attacks.
