Report a translation problem
Basic system specs, specifically what CPU, GPU and if possible what motherboard and RAM you have (Models and manufacturer of all of them, if possible), might help narrow things down.
The issue is difficult to pinpoint a cause as it seems to almost be random as to who it affects.
Hey, sure so here what u asked :
CPU : Intel(R) Core(TM) i5-7400 CPU @ 3.00GHz 3.00 GHz
GPU : GeForce GTX 1070 GAMING X 8G
Motherboard : Prime Z270-P (AsusTeK Computer INC)
RAM : 2x DDR4 3000 2OZ 8GB (3000Mhz) (A-DATA Technology)
Things ive tried so far :
- Touching some setting on Geforce experience that ive seen in the internet
- Used DXVK technology
- Putting only 2 core in game then goes back to 4 (sometimes it works, thats how i can play a bit, but sometimes it doesnt and i need to relaunch the game)
Putting FPS at 30 while doing the core thing in the task manager, it helps sometimes too to make it works easier so my fps goes back to 60.
What ive heard so far is that the game need at least 6/8 core so u wont have the issue where ur fps goes down to 1, wich is weird af, and sad cuz at that point there is nothing to do aside buying a new CPU and motherboard with minimum 6 cores

One last thing I would ask, again if possible, could you get a screen recording of the fps drop. Nothing fancy, even just using the Windows Game bar for a quick video would work, and if you don't have a way to upload the video, I could have you email it or upload to a public folder on dropbox or something maybe.
Just asking that last part, as I haven't actually seen video of the fps drops happening, and I can't replicate on my end, so I don't actually know what it looks like.
Unfortunately my record is not working properly it seems the xbox game bar doesn't work well with Persona 5, and i cant use obs too cuz it makes me lag a lot, too much to handle for my cpu i guess, the only thing i got is a screenshot even tho idk if it could help or not

Thanks for all that, I'll get to testing a bit and see what I can find.. I forgot to ask, what version of windows are you using? I don't think it will change anything, but figure i'd be thorough. :)

I took out some ram so I was at 16GB, Set my CPU to 4 cores, and set my GPU to only use 8GB VRAM.
I then set my game settings to yours.
First thing I noticed was that Just running windows, steam and the game, I was using between 8 and 12 GB of Ram, and the CPU usage would jump between 20 and 70%.
I was using both MSI Afterburner and Task Manager to monitor usage and such.
I did notice some stuttering the train station (Lots of NPC's loaded just like in Yongen Jaya) The game would jump between 30 and 60 fps a lot, causing the stuttering, though I have to admit I didn't see any drops below about 31 fps. :(
When I rebooted my PC, I changed the CPU back to use all the cores I have (Ryzen 5 3600, 6 core 12 thread) and left memory and GPU and game settings the same, and noticed right away no more stuttering.
I don't know if any of that helps, but if there is anything else I can do or try i'm happy too. :)
Thanks a lot brother, actually going below 30fps is probably because i never took care of my cpu and it getting old now, so i guess i have to switch and buy a new one, one with 6 or more core and threads
I guess i already knew that but u just confirmed more that having an old cpu with a mid gen gpu doesnt work well and thats why i had all that stuttering
