Report a translation problem
The port is botched for older CPUs (and newer ones apparently).
Edit: also make sure to add "gaming" alongside Special K in your google search otherwise you'll just get some goofy results
If they manage to do it, i'll explain you guys how to solve it.

yea and nothing has changed
That is odd. I had an issue with extremely low fps in specific areas. DXVK didn't help, messing around with CPU affinity/ cores didn't help either. Only Special K helped, I removed DXVK, did a clean-reinstall and have been launching the game through Special K since and everything works fine on my end.
If none of these suggestions work then it is up to the devs to put out a patch or something cause something's broken.
What are you using to check the frame-rate?
Do you have anything else open or running at the same time?
Do you have the NVIDIA Overlay enabled?
Could you list what your in-game Graphics and Display settings are set too?
And what monitor do you have (model preferably, if not, what is the resolution and if it is G-Sync, Free-sync or both/compatible) and are you connected through HDMI or Display Port?
