Is it normal to get 99 LVL Personas early in Kamoshida’s Palace?
I’m still at an early stage in Persona 5 Royal, going through Kamoshida’s Palace, and I’ve noticed I can already summon multiple level 99 Personas in the Velvet Room. These Personas completely break the balance of the game, making battles way too easy.

I just use one ability from these overpowered Personas, and every enemy is instantly defeated. It’s honestly making the combat unchallenging. At all

Is that ok? Did I miss something, or is it just how the game is?

That's your bonus, you can choose other lower personas.

They're part of the DLC from the original game, as well as the DLC introduced with Royal.

Using them is your choice, but they are not 'normal' progression. DLC personas have a unique mark on their registry list.

This is a DLC personas. You can buy them regardless of your character level and for free. They were intended as pay to win Personas in the original P5, but in the Royal version they are all included in the game for free and cannot be turned off.

The only question is, why are you using these Personas and saying that they are breaking the balance of the game for you? Just don't use them if you want a fair game.

Just ignore all the yellow ones, I wish there was an option to make them invisible.

While not typical, it's not that uncommon to be allowed to buy power in non-pvp games. Preorder or other special edition games often come with special equipment that you can access at the start of the game that is often better than any equipment you'd find at that point (GoW Ragnarok as an offhand example). A curious look at Tales of Arise's DLC page shows a couple dozen "DLC"s that are just "give you gold", "give you level ups", and such. Without the history of knowing that those Personas were paid DLCs, it does look weird to a new player, but it's not completely unique.

Those personas are meant to be op and game breaking.

It’s honestly more fun trying to break other personas that aren’t meant to be that powerful which can totally be done.
