No.

PS4 files, for one thing, are encrypted, and even if you decrypt them, I doubt the PC version will use the exact same file format and/or would even accept decrypted console data.

That said, on PC you can use Cheat Engine or likely WeMod to "recover" a lot of stuff you had on your PS4 saves very quickly... money shouldn't be an issue at all, can quickly be set to max or whatever your value on PS4, experience multiplier also shouldn't take long from the CE or WeMod communities, probably even Social Stat multipliers, or even outright "Set to value" stuff.

It's not too far-fetched actually, community made save converters have been done for PS4>PC saves (someone made one for MHW in the early days of the PC port and it worked fine). Considering the relatively active Persona modding community, I'd be more surprised if someone didn't make one.

You would think it would work as the PS4 and XB1 both made the jump to the x86 architechture (It has a modified AMD APU in them) but nope it won't work.

Not only that some community members created a Save Game converter tool that allows you to covert PS Vita Saves to PC For Persona 4 Golden if you have a hacked Vita to access the save files. So I agree that it isn't out of the realm of possibility of converting P5R PS4 saves to PC after decrypting them.

I wish it could be officially supported. Royal's stupid in-game achievement system is not something I want to reset after 200+ hours. Carrying over system achievements would be cool too since I platinumed the game, but I guess I could use tools to fix that, or hopefully they can unlock on a carried over NG+.

Okay fair, if someone creates a converter, and it works, then yes, it would be possible.
We'll see which comes first: proper Cheat Tables/WeMod support, or a converter.

At the very least you don't have to "hack" your PS4 to be able to transfer save files.

There should be one already, as the PS3 would let you atleast backup/export your savegames. Also there is a program that would let you en and de-crypt the savefiles. It should be easier for the PS4/XB1/PS5 as they're using the same architechture as Normal PC's so it shouldn't be too hard to convert a PS4/5 savegame to PC, but achievements won't be able to be transfered as steam uses an entirely other system overall.
