PS4 files, for one thing, are encrypted, and even if you decrypt them, I doubt the PC version will use the exact same file format and/or would even accept decrypted console data.
That said, on PC you can use Cheat Engine or likely WeMod to "recover" a lot of stuff you had on your PS4 saves very quickly... money shouldn't be an issue at all, can quickly be set to max or whatever your value on PS4, experience multiplier also shouldn't take long from the CE or WeMod communities, probably even Social Stat multipliers, or even outright "Set to value" stuff.
It's not too far-fetched actually, community made save converters have been done for PS4>PC saves (someone made one for MHW in the early days of the PC port and it worked fine). Considering the relatively active Persona modding community, I'd be more surprised if someone didn't make one.
We'll see which comes first: proper Cheat Tables/WeMod support, or a converter.
At the very least you don't have to "hack" your PS4 to be able to transfer save files.
