I learned this the hard way when doing reverse-fusions for an Arsene with a preferred trait.
If you are pulling a leveled fusion material persona from your registry (meaning you have been using it in battles and it has been accumulating experience) and it is not yielding the projected result then I would recommend trying to either capture another of the same persona that is at the default level the fusion list is indicating it should be at for a fuse to work, or you can always try fusing other personas for it. Alternatively, try using different materials entirely.
If memory serves, Black Rider is not a special persona - there should be plenty of combinations to yield the result. Some other personas only have 1-2 ways to be fused (notably, most of the max-confidant personas).
Play around with the system. It's part of the fun. I would also solicit the friendly advice that thoroughly playing around with the fusion and guillotine system and getting any and (almost) all fusions, traits, and skill setups you want becomes phenomenally easier when you visit Mementos later in what I would call the later stages of the game.
