And did you play darts to increase damage of team member? If yes try to have in team Ann, Makoto and Haru(i fight Okumura with this team, and switch one of them to Yosuke after green robots, because you need big phys damage). And you should try do a trick that Joker attack last and gaining highest damage from batton pass.
Example: Makoto attack first she use 50-150 psy or curse item damage to 1 robot, switch to Ann 50-150 damage to 1 robot, switch to Haru she use Psy skill to 1, then All psy, then last button to Joker who deal Curse damage.
And don't forget to use items to increase damage to team and decrease enemy's defense. Also "dekaja" skills if Okumura increase defense one of the robots. By the way you should start with Dekaja if Okumura increase defense one of the robots.
Robots run away if you not end them in 2 turns, batton pass not count as turn because you having 1+ more attack and switching them around your team with batton pass. And i might mistaken but if Okumura start self-distract before green robots. He start self-distract straightaway if green robots appear. So you should end all waves in 1 turn before green robots, so Okumura don't start self-distract on first turn.
My personal suggestion is to focus on the twins tasks until you get the ability that allows you to fuse personas higher than your level to fill in any weaknesses you may have in stats/skills/traits.
I know I mentioned team dynamic, but that's not something you can fix unless you have a much earlier save you're willing to go back to.

Tip 2 tanakas shady commodities will sell items that allow party members to get value from baton pass increasing your damage output.
Tip 3 the robots will always dog pile one party member when they get a turn have that member guard.
Tip 4 the robots are all weak to 2 elements and resist all other elements but they are surprisingly neutral to gun damage.
Tip 5 one of the best personas to bring for damage the green robots is pazuzu he knows multi target curse so increasing your relationship with ohya and fusing this persona will increase the damage he contributes in the fight.
I agree that the boss fight with Okumura is very unbalanced, but that doesn't mean that he can't be defeated with the capabilities you have. And defeating difficult bosses that you've been struggling with for a long time gives you pleasure equal to how much you've lost against him.
This is the right answer. The fight is objectively poorly balanced with a huge difficulty spike out of nowhere.
I personally cruised through hard mode on a completely blind run with no real issues until this one battle. It would at least make sense if it were setting some sort of standard or expectations of battles to come, but it doesn't. Next dungeon you'll go right back to destroying everything.
Use the DLC personas/turn down the difficulty and get back to having fun.
