It seems bad, but as I said earlier, you're mainly supposed to use Confidant XP boosts and such to level your Personas. Leveling them via combat is a huge waste of time. This isn't Nocturne, the social aspect of the game is meant to subsidize the leveling. Trust me, once you get to mid and end game, you'll be struggling to decide which skills to inherit and throw away after your fusion gains 4-5 levels automatically.
