without Persona DLC, Persona 5 Royal is the easiest persona game, if you wanna a real challenge, try from Persona 4 Golden first, no DLC Persona there and much cheaper than Royal, i know you start from a very well-known persona game and Royal considered as the easiest one, but enjoy Royal
i don't have problem with UX, it's really depend on personal taste
Also as an FYI, since you probably don't know, those personas exist because they were originally some of the DLCs you could purchase, which is why they are both OP and otherwise free. These ports of Royal include all released DLC, so they are available to everyone. The included DLCs are why the game isn't ~half the price it is now.
That being said, first and foremost, the UX in this game is pretty good, so I was talking specifically about this “accessibility”/“fair play” issue. Though, if I think about it, changing characters outfits is a pain in the arse sicne you do not have any preview or whatsoever, but it’s a very-very minor UX issue.
As for Persona 4 Golden: I do not remember what difficulty I chose, but I can say for sure the game was way harder — I didn’t progress a lot, but I do remember having tough fights and, maybe, even dying a few times (maybe!). Persona 5 Royal on Normal difficulty? Man, it’s a joke. I eliminate all enemies in almost all battles in one go. And this is without OP DLC personas. Maybe I’ll ramp up the difficulty. That’s why I like the game to have intended experience, would be easier to decide what to play, though maybe they did design the game around Normal difficulty.
SMTV is a good game as far as I know, but I don't own it currently. I wanted to play Persona 5 for a long time, hence bought it recently. Buying Persona 4 Golden on Steam when I have it on my PSVITA is kinda eh, haha.

My whole point is about making them free and available right from the start of the game. If they had a toggle or something like that, then it would be way better — it would be like “hey, this is not an intended experiece for this game, but if you really-really want to breeze through the game or have a lot of difficulties completing it, then you can get these free OP personas, just press this button.”
Using mods to disable DLCs is idiotic, since what’s the point? “Just don’t use them”.
I managed to play without them, but I already added a bunch of them, so I have only 2 free slots for other personas. Obviously I can remove these OP personas, but I don’t want to, since I KNOW there might be a tough moment or whatever. It’s dumb to outright remove them because they will become paid. I really hate this kind fo stuff. I want the game to have specific rules — intended experience with clear descriptions what’s intended and what’s not. Look at Celeste or Dead Cells, they are really good examples. Both of them have assist modes, but they clearly tell you that it’s not an intended experience. Or Elden Ring — the game is pretty hard for most people, but you can level up easily by wandering around and you can also summon… eh… spirit ashes? Forgot the name. Basically, powerful NPCs that can help you in battle. Elden Ring is one of the easiest games in Souls series because it has an accessibility option, but it’s not outright easy or gives you cheesy ways to win.
The most popular DLC Rework Mod out there is not idiotic at all, as it allows you not to take extra money and items the game gives you ( that would be pre-order bonus or smth that also made its way to PC version)
So yeah, basically use the mod
Also, the mod not only makes those Personas not-free but also nerfs them in a big way, making them your average Joes
I understand your frustrations but using the mod is the best way to go about it for those who are really upset by the free OP Personas
And while you are at it, you can mod and fix certain other things missing in the game, or make the game more whole. There are over 850 mods for PC version alone so the Sky's the limit
