By the way robots don't have resistance to gun damage, so that's why Haru need in party, she have not only useful psy damage, she have skill in start "triple down".
If you still struggled, try roll back time, go in mementos to fuse strong personas like Daisoujou with his lights damage skills. By the time Okumuru Palace is reached, you should already be at a sufficient level to fuse him...
...And i just like Daisoujou for his unique insta kill skill :З (and no, robots can't be insta killed by insta-killable skills)

They are overly beefy and okumura gives one of them even more beef.
On top of that only two of your teammates can hit with attacks that have any real effect being joker and haru.
With joker you want to use his first turn to immediately nerf the defense of all the green robots.
With ryujis next turn buff jokers attack.
On Harus first turn have her go on the attack use a psychokinises move on whichever robot okumura buffed.
This robot should be at normal defense since joker debuffed all the robots defense.
After haru does this baton pass over to whoever the robots are targeting and have them defend so they don’t die.
The last person on your team should use curse or psychic based items in their inventory to hit one of the 4 robots resulting in a knockdown.
If joker is being targeted baton pass to haru and have her do a double multi target.
If haru is being targeted baton pass to joker do the same thing.
Next turn the robots will get up and attack whoever okumura told them to.
If you guarded the right person they shouldn’t be in any danger of dying since they guarded one of the robots may have gotten a kill order and didn’t attack.
The robots should be pretty messed up at this point but the one you need to be careful of is the one okumura buffed cause if he survives and the rest live then this all starts over.
On jokers next turn hit that robot with a Rakunda so his defense is in the low.
On Harus next turn do not go for a double multi psycho instead have her hit the buffed robot with psychokinesis and then use her gun multi target skill. The robots aren’t weak to this skill but they don’t resist it either.
On ryujis turn use a psychic or curse item to hit another robot shift back to haru use the gun skill again.
Last person on your team should hit another robot with a curse or psychic item but this time shift to joker do a double curse or psychic multi and the robots should all die.
This was a strat I used playing on hard and it worked
