Can't launch the game because I don't meet the minimum requirements, even though I absolutely do

How can my computer not meet the minimum requirements? Here are the OLD specs that I was playing on previously. Graphics Card - NVIDIA GEFORCE GTX 1060 3GB
CPU PROCESSOR - Intel(R) Core(TM) i5-7500 CPU @ 3.40GHz 3.40 GHz
RAM - 8GB, 2133 MHZ

Here are the minimum requirements: Requires a 64-bit processor and operating system OS: Windows 10 Processor: Intel Core i7-4790, 3.4 GHz | AMD Ryzen 5 1500X 3.5 Ghz Memory: 8 GB RAM Graphics: Nvidia GeForce GTX 760, 2 GB | AMD Radeon HD 7870, 2 GB DirectX: Version 11 Storage: 41 GB available space Additional Notes: High 1080p @ 60 FPS

And here are the NEW specs for my PC: CPU: Intel i5-12400F 2.5 GHz 6 core
GPU:MSI Mech 2X OC Radeon 6650 XT 8GB
Memory: 32GB Silicon Power XPOWER Zenith Gaming (2 x 16 GB) DDR5-6000 CL40
OS: Win 11
Storage: 2 TB SSD
DirectX 11

This absolutely meets the requirements, but when I try to launch the game gives me an error popup 'System does not meet minimum requirements' and force closes. Any ideas?

I booted up the game on a Ryzen 3 2200 laptop with a whole 8 GB of RAM. It ran good up until Kasumi shows up and does her thing. The special caused such a bright light it almost didn't make it through the scene.

Realistically there is no way the game should even be thinking of running on my system, but then again I managed to make it through all of Fallout 4's endings on it so I can't complain.

If the above is true (and why would I waste my time lying about it?) then there is no way is shouldn't be running on your PC. I'd uninstall, remove all the folders connected with the game, then do a reinstall.

Already tried reinstalling it, verifying it, changing GPU settings, etc...I'm about ready to just give up and watch the Royal content on youtube.
