Kasumi/Sumire's LVL 2 not showing up?

It's my first playthrough, I'm trying to max out Kasumi/Sumire's confidant level and I'm on 6/30 right now (Kaneshiro boss before sending out the calling card)

I checked the confidants and the place where she's supposed to be but she never shows up, am I missing something as apparently she's supposed to show up?

you still have plenty time up to december and you only need to rank her up to 5, her rank 6-10 will available later during january. She will text you whenever she available or just keep checking Kichijoji in the map everyday.

She doesn't show up on the overworld unless you have Kichijoji access. Before then, you'll probably be required to progress her Confidant via your phone. If I remember right, you can't powerlevel through her ranks and you can't access Ranks 4 and 5 before July.
