Is it possible to get everyone to rank 10?

Or will i run out of time? Currently only Ann on 9, the rest is around 4-6, some are on 1. I'm at 7/15

In general, yes. Doing so on NG requires you to be pretty efficient with your time; answering correctly during social links, not spending time on activities that don't give high social stat gains, remembering to use the free stat gain sources as much as you can, etc. Doing all that on your own is pretty difficult your first time through, though some of the Royal changes made it somewhat easier.

You aren't too far into the game so you could probably do it if everything went right, but I wouldn't worry too much about it. Your social stats (among other things) carry over into NG+, so maxing out everyone there is much easier, and you have a bunch of extra time to try things you may have ignored your first time through. It is a lot of extra time to spend on the game though, so whether it is worth it is ultimately up to you.

Social stats carry over, but Confidants are reset/ In New Game Plus you only get Confidant-related bonuses for maximizing each character, such as specific Confidant abilities and a respective point multiplier for only 1 romance Confidant at a time.

I was able to do it. I think it's difficult to do on a fresh playthrough and requires a guide or a lot of planning. I did it twice by worrying about it on playthroughs where I already had max social stats.

On my first play through I only missed out on maxing three social links, spent too much time levelling social stats and took too long getting fortune unlocked

Like with every persona game, it takes careful planning on how to maximize your time but it's perfectly possible to max all social links on a fresh file. In fact, it's easier to do so in P5R than in any other persona game.

In short, focus on maxing Temperance and Fortune as soon as they become available, since the extra time and bonuses offered by them stack up very quickly. Limit the confidants you're working on to a handful at a time (preferably with schedules that don't overlap), and always have a persona of that confidant on hand when you deal with them. Research which confidants are gated by story events (Sojiro, for example) so you don't end up spending unnecessary time with them. Finally, keep in mind that almost all non-party confidants will have a mementos request to do at around level 7-8, so try to consolidate them into one mementos trip where possible.

Past that, it's just trimming non-confidant or social-stat activities as much as possible. I routinely finish a fresh file with only 2 or 3 incomplete links, mostly because I don't respect the Fortune link enough to do it as early as I should. That, plus 100K yen to unlock it is steep for that early in the game.

Yes, easily on NG+ with almost/all stats maxed. Don't bother to do so on very first playthrough, just enjoy the world.

I got pretty close, would have been left with one confidant unfinished since the fortune teller was at rank 9. Oh well got my moneys worth out of the game.

I maxed everyone out on first run with weeks to spare, so yes it is possible.
