Right, sure. Many people believe it's Makoto, but I think that's just because they're in love with a fictional character. I am convinced that (at least in Royal) it's Sumire. Regardless of what dialogue options you choose, she always confesses to you at rank 9. Furthermore, it's commented on how Joker and Sumire's wills of rebellion are similar to each other. I'm pretty sure in the original Persona 5, he didn't have any canon lover.

Pretty sure they say its Makoto because in multiple scenes across multiple games she clings to Joker's leg when she's scared and they make a joke about how close they are; "I didn't know you two were..." "Oh no, we're just friends!" "Friends get that close nowadays?" (paraphrased); classic trope stuff for people who are interested in each other but shy/embarrassed about it. I think these are also the closest anyone gets to intimacy with Joker in the main story.

My brogle, Sojiro does that with every female character. Sojiro comments on Ann being a good wife. Sojiro comments on Joker talking to Haru. Sojiro even makes a comment about Joker "getting with" Futaba in his final confidant rank. I don't think what the lovable cafe owner says about Joker's love life should be considered canon.

None of them are. There is no canon for it. Its up to player choice who they want Joker to end up with in their playthrough.

Someone asked me this the other day, and I wasn't sure how to answer other than there isn't one. However, having done all the romance scenes for the Thieves Den, I think Haru could be a good candidate. She just seemed so crushed when Joker friend-zones her.
