No. I missed out the third semester which is the new content in Royal and I'm too lazy to replay again so I watched it on youtube to save time. It's not worth it.

Note the free DLC can be a downside ( I'm not saying it's bad that they included the dlc I'm saying it's bad there's no way in-game to disable it)

P5R has lots of changes in its gameplay, in terms of comfort, versatility and customization. Almost all IRL activities were tweaked, Baton Passes and Technicals were repurposed, and you have the freedom to equip your party with accessories that let them use skills like attacks and healing: aside from that, using a certain activity you can boost their stats and teach them Support skills.

Aside from the third semester events, the main story wasn't changed, with the exception of a few new events. The new characters examine the story from a new perspective too.

I'd say yes, the re-releases of persona previously have been iffy but Royal is objectively better and the new boss/palace is better than any before it.
